Carlos has a Doctorate in Economics from UPB, with a master's in Macroeconomics and another in Microeconometrics from La Sorbonne, in Paris, France. He began his career as a researcher at PNUD-UN in Bolivia and later at UPB, where he founded and directed the Center for Information Generation and Statistics (CEGIE), developed the Experimental Economics Laboratory, and led the Center for Economic and Business Research. He has coordinated research projects with international organizations such as IDB, World Bank, COSUDE, Swedish Cooperation, and GIZ, as well as with national public institutions. He has several publications in national and international journals.
