Luis holds a degree in Civil Engineering from UMSA and has a master's degree in Civil Engineering with a specialization in Roads from the University of Cauca, Colombia. He has completed a course in BIM and obtained certifications at international Traffic and Road conferences. Since 1999, he has been the manager and owner of the consulting firm LyL Ingeniería Civil S.R.L., specializing in the design, supervision, and inspection of roads and bridges for the ABC, governments, and municipalities. He is the author of the Master Plan for Road Traffic in Cochabamba and the feasibility study for the El Abra tunnel, among others. He has received recognition from SIB, UMSS, UPB, and the Municipality of Cochabamba.
