Lawyer with 23 years of professional experience, 20 years in undergraduate university teaching and 15 years in postgraduate studies. National and international speaker, member of the Committee for the Dissemination of Law in Latin America since 2001 and of the Ibero-American Federation of Law and Informatics since 2019. Active member of the Bolivian Academies of Administrative Law and Informatics Law. With publications in Informatics Law, Financial Law, and Administrative Law. With postgraduate studies in Business Administration (thesis in progress) at UMSS and a master's degree in Business Law (UPB). Currently, he is the Head of the Law Department at UPB.
