Osman Burgoa has a Master's degree in Science and a Ph.D. (c) in High Energy Astrophysics from the Tokyo Institute of Technology in Japan. He also has a Bachelor's degree in Physics and a Diploma in Higher Education from CEPIES at UMSA, as well as a Diploma in Quantitative Methods for Economic Analysis from UPB. He was a consultant for the Ministry of Development Planning of the Government of Bolivia for the Programming and Design of a General Equilibrium Macroeconomic Model, and he is currently a full-time lecturer in the Engineering department at UPB.
